THE PROJECT

The I-5 Rose Quarter Improvement Project is a major transportation infrastructure project in Portland focused on improving safety, mobility and seismic resilience while supporting the long-term reconnection of the historic Albina neighborhood. Construction began in 2025, with Phase 1A including bridge preservation, earthquake-safety upgrades, stormwater improvements and improvements to I-5.

CROSSOVER SCOPE

Crossover Construction performed concrete seismic retrofit work, including the construction of reinforced-concrete shear lugs at locations where I-5 crosses NE Lloyd Boulevard and the Union Pacific Railroad. The shear lugs are designed to resist horizontal forces and help reduce damaging movement during an earthquake
